Fire Regulations,
Inspection and Certification 

Generally speaking, this means any occupancy other than one-and two-family dwellings are required to maintain the operation of all life and property protection features in place at the time of first occupancy. The reality is your supposed to maintain the dwellings as well, but homes are outside the jurisdiction of the state and local fire inspectors unless you sell your home. NJ Adopted International Fire Code requires this maintenance and can be viewed here. NJ Department of Community Affairs 
Once you have a Certificate of Occupancy the State or Local Fire official are responsible for maintaining this accepted level of fire protection, see NJ IFC in line above. Chapter 9 is fire section 907 is fire alarms. Here is where the requirements for maintenance, inspection-testing and certification are required. In short, a fire protection system must be periodically certified by a licensed professional.
